But the action is certain to lift hopes in California and other key electoral states where the aircraft is made. White House officials say that Clinton has not decided to seek more than the 20 bombers already ordered. But his willingness to reconsider the issue comes after three years in which his administration unflinchingly maintained that additional planes were unaffordable and unnecessary. As recently as 10 days ago, Defense Secretary William J.

Perry was repeating to reporters that if more defense dollars were available to enhance the nation's bomber fleet, they should be spent on extra precision-guided munitions for existing aircraft, not more B-2s. What prompted the White House review, presidential aides say, was the decision by Congress to add $493 million to the 1996 defense HayworthMiller FUNERAL SERVICE WINSTON-SALEM RURAL HALL CHAPEL 765-8181 969-5593 KERNERSVILLE CHAPEL 993-2136 -WINSTON-SALEM-Sunday- Mr. Rufus John Wilmoth Hayworth-Miller Silas Creek Chapel 2 p.m. -MondayIrene V. "Reviewing a program is not unusual in the case of any major defense program where Congress appears to disagree with what the administration has been advocating," a White House official said. FIT But B-2 critics say that the review has politics written all over it, "The Pentagon already has done a thorough and complete review and concluded it doesn't want any more B-2s," said Rep.

John R. Kasich, R-Ohio, the chairman of the House Budget Committee, referring to a Pentagon study last year. Efforts to limit B-2 production have consistently run up against powerful constituent interests, which is only natural when a major weapons program benefits more than 3,000 subcontractors across 48 states and carries the promise of unmatched technological feats. The White House acknowledges that there is virtually no prospect that Clinton could lose the state, and its 54 electoral votes, and still win the 270 electoral votes needed 1168 for re-election. 1303 1858 1996 VOGLER SONS 20F1 mivi -MAIN STREET 722-6101-- -SundayMrs.
